FRAMINGHAM – Framingham Police arrested a Framingham man on Thursday, September 15 for failure to register as a sex offender.Police arrested at 3;12 p.m. Mark A Taylor, of 13 Arsenal Road in Framingham.he was charged with failure to register a sex offender, subsequent offense.'It was determined that Taylor was staying at this address and had not registered with the Framingham Police Department,' said Framingham Police spokesperson Lt. Rachel Mickens.The police spokesperson said the Massachusetts Sex Offender Registry Board was notified.
